Prezydium Rady Naczelnej Polonii Australijskiej (RNPA) informuje, że podczas obrad Prezydium w dniu 18 lutego 2017 roku przedyskutowano wypowiedź członka Prezydium RNPA, p. Adama Gajkowskiego, opublikowaną w „Pulsie Polonii” w dniu 6 listopada 2016 roku pt. „Z Adamem Gajkowskim o lustracji”, a skierowaną częściowo pod adresem obecnego Prezydium RNPA. Dyskusja odbyła się w obecności i z udziałem autora wypowiedzi p. Gajkowskiego i zakończyła się przegłosowaniem, w głosowaniu tajnym, votum nieufności dla p. Gajkowskiego, jako członka Prezydium RNPA (bez głosu sprzeciwu, z jednym głosem wstrzymującym się).

Po ustaleniu implikacji statutowych i organizacyjnych jakie wynikają z otrzymania przez aktywnego członka Prezydium RNPA votum nieufności, na kolejnym zebraniu Prezydium w dniu 23 lutego br., również w obecności p. Gajkowskiego, przedłożono pod głosowanie wniosek o wykluczenie p. Gajkowskiego z Prezydium RNPA. Złożony wniosek przegłosowano w głosowaniu jawnym, w obecności p. Gajkowskiego na Jego niekorzyść (bez głosu sprzeciwu, z jednym głosem wstrzymującym się).
Poniżej, Prezydium wyjaśnia i uzasadnia swoje stanowisko oraz podjęte decyzje w sprawie będącej przedmiotem dyskusji podczas obrad 18 i 23 lutego br.
W wypowiedzi opublikowanej 6 listopada („Z Adamem Gajkowskim o lustracji”), członek Prezydium RNPA p. Gajkowski sklasyfikowal typy agentur, które mogą, bądź działają w środowiskach polonijnych, i w tym kontekście działaniom obecnego Prezydium RNPA przypisał typ „agentury wpływu”. Poniżej fragment opublikowanej wypowiedzi p. Gajkowskiego (całość pod: www.zrobtosam.com/PulsPol/Puls3/index.php?sekcja=3&arty_id=16162):
„agentura może być różnego stopnia. To może być agentura tylko i wyłącznie takich ludzi, którzy donosili na działaczy polonijnych (...). To może być agentura typu wojskowego, postsowieckiego, (...) może być agentura wpływu, która nie działa na zasadzie donosów, tylko wykonuje konkretne działania. Gdy np. trzeba napisać jakiś artykuł dlaczego Polonia ma być apolityczna, ta agentura staje w jednym szeregu i pisze o tym”.
Prezydium uznało, że ostatnia z wymienionych przez p. Gajkowskiego typ agentur („agentura wpływu”), poprzez szczególny przykład formy jej działania jaką podał Autor - „Gdy np. trzeba napisać jakiś artykuł dlaczego Polonia ma być apolityczna, ta agentura staje w jednym szeregu i pisze o tym” - bezpośrednio odnosi się do działań obecnego Prezydium RNPA. Wynika to stąd, iż Prezydium RNPA, w swoim Komunikacie sygnowanym przez Prezesa RNPA

oraz Komentarzu podpisanym przez Rzecznika RNPA (www.zrobtosam.com/PulsPol/Puls3/index.php?sekcja=1&arty_id=15227) opublikowanych w „Pulsie Polonii” w styczniu 2016 roku, wyjaśnia statutowy zapis o apolityczności RNPA, zatem, stwierdzeniem p. Gajkowskiego, wpisuje sie tym samym w typ „agentury wpływu”. Biorąc pod uwagȩ fakt, że p. Gajkowski, jako członek Prezydium RNPA, zna publikacje Prezydium oraz zna i rozumie statut RNPA, w tym zapis o apolitycznosci organizacji, członkowie Prezydium uznali wypowiedź p. Gajkowskiego za jednoznaczne, bezpośrednie i bezpodstawne oskarżenie o agenturę pod adresem Prezydium RNPA.
Prezydium RNPA, 18-go lutego br. podczas pierwszych obrad w pełnym składzie po publikacji testu „Z Adamem Gajkowskim o lustracji” (6.11.2016), poprosiło p. Gajkowskiego o stosowne wyjaśnienia. W trakcie dyskusji, kilkakrotnie ponawiane pod adresem p. Gajkowskiego propozycje kompromisu, np. w formie publikacji sprostowania i przeprosin pod adresem Prezydium RNPA i jego członków, zostały przez p. Gajkowskiego odrzucone. Swoich propozycji rozwiazania konfliktu p. Gajkowski nie przedstawił. W obronie dobrego imienia Prezydium i organizacji którą reprezentuje, przedłożono pod głosowanie wniosek o votum nieufności dla p. Gajkowskiego jako czlonka Prezydium RNPA. Wniosek przegłosowano na niektorzyść p. Gajkowskiego.
Na kolejnym zebraniu Prezydium w dniu 23 lutego br., również w obecności p. Gajkowskiego, przedłożono pod głosowanie wniosek o wykluczenie Go z Prezydium RNPA, jako członka który utracil zaufanie pozostałych członkow Prezydium. Przed głosowaniem, w otwartej dyskusji, nikt z uczestników zebrania nie zabrał głosu. Złożony wniosek również przegłosowano na niekorzyść p. Gajkowskiego.
Prezydium podkreśla, że decyzje o wykluczeniu p. Gajkowskiego ze składu Prezydium podjȩto w oparciu o zapisy statutowe dotyczące członka Prezydium RNPA który utracił zaufanie pozostałych członkow tego gremium, a wybranego na tȩ funkcjȩ podczas Zjazdu Delegatów w trybie zwyklym, przewidzianym w statucie RNPA, jak to miało miejsce w przypadku p. Gajkowskiego.
Prezydium informuje również, że skierowało wniosek do Komisji Arbitrażowej z prośbą o weryfikację podstaw statutowych i zastosowanej procedury w wyniku której wykluczono p. Gajkowskiego z Prezydium RNPA. Cały incydent i jego konsekwencje będą również przedmiotem dyskusji na 49. Zjeżdzie Delegatów w maju br.
Prezydium wyraża nadziejȩ, iż wykluczając ze swego składu p. Gajkowskiego w niczym nie narusza statusu i powagi działań p. Gajkowskiego jako członka Rady Konsultacyjnej przy Marszałku Senatu RP. Prezydium potwierdza przy tym swoje uprzednie stanowisko, że p. Gajkowski, niezależnie od tego czy jest, bądź nie jest członkiem Prezydium RNPA, nie posiada mandatu reprezentanta zorganizowanej Polonii australijskiej w Radzie Konsultacyjnej przy Marszałku Senatu RP. Prezydium przypomina, że żadna organizacja polonijna w Australii, w tym RNPA, nie otrzymała zaproszenia do wyboru swojego przedstawiciela do Rady Konsultacyjnej, zatem takiego wyboru nie dokonała.
Pan Gajkowski został czlonkiem Rady Konsultacyjnej z nominacji Marszałka Senatu RP i jako taki pozostaje reprezentantem p. Marszałka w Polonii australijskiej (z nieznanym bliżej zakresem obowiązków i kompetencji). Taka rola członka reaktywowanej Rady Konsultacyjnej przy Marszałku Senatu RP pozostaje nowością w relacjach Polonii australijskiej z instytucjami parlamentarnymi w Polsce i wszyscy siȩ tej nowej sytuacji uczą, p. Gajkowski również.
Życzmy wiȩc sobie wzajemnie, dla dobra Polonii australijskiej, by owa nauka i zdobywana wiedza nie zostały zbyt szybko zapomniane.

Memorandum from the Executive of Polish Community Council of Australia (PCCA) regarding the vote of no confidence and removal from the Executive of RNPA of Mr Adam Gajkowski.The Executive of The Polish Community Council of Australia (PPCA) - informs that during the meeting of the Executive on the 18th February 2017 in Brisbane, a discussion was undertaken regarding the position taken by a member of the Executive of PCCA, Mr Adam Gajkowski, in an interview published in „Puls Polonii” on the 6th November 2016 entitled „Z Adamem Gajkowskim o lustracji” (“With Adam Gajkowski about [political] vetting”), and partially targeting the present Executive of PCCA. Discussions took place in the presence of and with the participation of all members of the Executive, including the author / interviewee Mr Gajkowski, and ended in a vote of no confidence in Mr Gajkowski as a member of the Executive of PCCA (by unanimous vote, with one abstaining vote; one apology from attendance was noted).

After establishing the statutory and organisational implications that result from an active member of the Executive of PCCA receiving a vote of no confidence, during the next meeting of the Executive of PCCA on the 23rd February with Mr Gajkowski in attendance, the motion was put forward that Mr Gajkowski be excluded from the structure of the Executive of PCCA. Prior to the vote, in an open discussion, none of the members present said anything. The placed motion was voted upon by voice in the presence of Mr Gajkowski (passed unanimously with one abstaining vote) against Mr Gajkowski.
As outlined below, the Executive explains and substantiates its position and decisions taken in this matter, being a topic of discussions and voting during the meetings on the 18th and 23rd of February this year.
In an interview published on the 6th November 2016 („Z Adamem Gajkowskim o lustracji” (“With Adam Gajkowski about [political] vetting”)), member of the Executive of PCCA, Mr Gajkowski classified types of [political] agents which might in future or presently do operate in Polish communities abroad, and in this context referred to the work of the current Executive of PCCA as an agent of influence („agentury wpływu”). Below is an excerpt of the published interview with Mr Gajkowski (the entire interview can be found at:

„agency can occur at various levels. It can be solely the work of people who reported on Polish activists (...). It can be post-Soviet military in nature, (...) it can be propaganda agency which does not work on the principle of denunciation, but rather performs specific actions. When, for example, an article explaining why Polonia (Polish organisations abroad) needs to be apolitical, this propaganda agency lines up uniformly and writes about this”.
The Executive determined that the last type of agency („agentura wpływu”) expressed by Mr Gajkowski, with the specific example cited by the author, directly refers to the work of the current Executive of PCCA. published in „Puls Polonii” 21st and 22nd January 2016; in both publications the statutory record of PCCA being apolitical, according to Mr Gajkowski, qualifies his classification of it being an agent of influence. The Executive recognises this interview as a public and unsubstantiated accusation of being an agent of influence aimed directly at itself. The Executive emphasises that Mr Gajkowski, as a member of the Executive of the PCCA, knows and understands the statutory clauses of the organisation of which he is a member (PCCA), amongst which is the record of being an apolitical organisation, in addition to knowing the publications of its Executive.
On the 18th February this year, during its first full meeting following the published interview „Z Adamem Gajkowskim o lustracji” (“With Adam Gajkowski about [political] vetting”), the Executive of PCCA requested that Mr Gajkowski offer some relevant explanations. During the discussion, numerous requests were repeatedly made of Mr Gajkowski for some form of compromise, such as a published explanation and an apology directed to the Executive of PCCA and its members were rejected by Mr Gajkowski. Mr Gajkowski did not suggest any form of compromise. In the best interests of protecting the good name of the Executive of PCCA, its members and the organisation the PCCA represents, a motion of no confidence in Mr Gajkowski as a member of the Executive of RNPA was put forward for consideration resulting in a unanimous vote of no confidence in Mr Gajkowski. During the next meeting of the Executive of PCCA on the 23rd February with Mr Gajkowski in attendance, the motion was put forward that Mr Gajkowski be excluded from the structure of the Executive of PCCA as he was a member who had lost the confidence of the remaining members of the Executive. Prior to the vote, none of the members present said anything. The placed motion passed against Mr Gajkowski.
The Executive emphasizes that the decision to exclude Mr Gajkowski from the structure of the Executive was taken on the basis of statutory rules which apply to a member of the Executive of PCCA who has lost the confidence of the remaining members of this committee, and elected to this position during a normal Congress of Delegates, as outlined in the statutory clauses of the PCCA, which occurred in the instance of Mr Gajkowski. The Executive also informs that it has sent a motion to the Arbitration Commission requesting verification of the underlying statutory clauses and the procedures undertaken resulting in the vote to exclude Mr Gajkowski from the structure of the Executive of PCCA. This entire incident and its consequences will also be a topic for discussion at the 49th Congress of Delegates in May this year.
The Executive expresses the hope that the exclusion of Mr Gajkowski from its structure in no way impacts upon its status and importance in Mr Gajkowski’s work as a member of the Advisory Board to the Speaker of the Polish Senate. The Executive hereby confirms its previous position that Mr Gajkowski, regardless of whether he is or is not a member of the Executive of the PCCA, does not possess the mandate to represent the organized Polish community of Australia on the Advisory Board to the Speaker of the Polish Senate.
The Executive recalls that no Polish organization in Australia, PCCA included, was invited to elect a representative to the Advisory Board, and therefore did not make this choice. Mr Gajkowski became a member of the Advisory Board upon the nomination of the Speaker of the Polish Senate and as such remains the representative of the Speaker of the Polish Senate for Polish Australians (with a yet to be disclosed range of responsibilities and powers). The role of a member of Advisory Board to the Speaker of the Polish Senate remains a new development in the relations between of the organized Polish community in Australia and parliamentary institutions in Poland and everyone, including Mr Gajkowski, is learning about this new situation.
For the good of the organized Polish community in Australia, we therefore wish for one another that the lessons learned and the new knowledge acquired are not too easily forgotten.
