presented The Report on the Losses Sustained by Poland as a Result of German Aggression and Occupation during the Second World War, 1939–1945 at the Royal Castle in Warsaw. The Report is a starting point for substantial bilateral talks which should lead to an appropriate response by the German government to serve both justice and historical truth.
The Report also forms a basis for objective public debate, including in the international media, on Germany’s failure to settle accounts with Poland and the Polish people for the consequences of the Second World War. It should
be noted that since the war’s end until this day, Germany has not signed a peace treaty or any other bilateral agreement to compensate Poland for the damage and suffering inflicted during the
brutal war and devastating German occupation of Polish territory
from 1939 to 1945.
Similarly, Polish victims of the war have no legal path to seek
just compensation, which is an unprecedented situation considering the current stage of development of international law and
human rights protection. The fact that Polish victims, unlike representatives of other nationalities, have no right to claim damages
for loss of health is a plain example of discrimination.
On 14 September 2022, the Sejm of the Republic of Poland
adopted a resolution calling for the government to seek repa-
rations for war damage caused by Germany during the Second
World War. The Sejm called on the German government to “un-
equivocally accept political, historical, legal, and financial responsibility” for all consequences suffered by Poland and its citizens
as the result of the Third Reich’s decision to unleash the Second
World War. The resolution was adopted by a virtually unanimous
vote of all parties seated in parliament.
The Sejm of the Republic of Poland declared that the duly represented Polish state has never waived its claims against the German state. Neither has Poland received compensation for losses
suffered during the Second World War as the result of the Soviet
aggression. Poland has never received compensation for losses
caused by the German state, nor for the harm done to its citizens.
The report has been passed on to the German coordinator for
cooperation with Poland and to Germany’s deputy foreign minister. I encourage you to study the report thoroughly, and its electronic version is available at https://straty-wojenne.pl.
On 3 October 2022, the Ministry of Foreign Affairs sent the
German government a diplomatic note to take immediate action
aimed at a permanent, comprehensive, final, legal and material
settlement of the issue of the consequences of German aggres-
sion and occupation.
I would like to express my deep hope that this Report and
the diplomatic note sent to the Federal Republic of Germany will
present the scale of Poland’s losses, and allow both countries to
initiate an open dialogue based on facts, leading to this matter
being resolved.
